No. 1094 By: Lucio 1-23 A BILL TO BE ENTITLED 1-24 AN ACT 1-25 relating to the regulation of professional manicuring and facial 1-26 specialty schools and the imposition of fees by the Texas 1-27 Cosmetology Commission. 1-28 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-29 SECTION 1. Section 12, Chapter 1036, Acts of the 62nd 1-30 Legislature, Regular Session, 1971 (Article 8451a, Vernon's Texas 1-31 Civil Statutes), is amended by adding Subsection (e) to read as 1-32 follows: 1-33 (e) The commission shall establish rules for the licensing 1-34 of specialty instructors to teach specialty courses in the practice 1-35 of cosmetology as defined in Paragraphs (D) and (F) of Subdivision 1-36 (3) of Section 1 of this Act. 1-37 SECTION 2. Chapter 1036, Acts of the 62nd Legislature, 1-38 Regular Session, 1971 (Article 8451a, Vernon's Texas Civil 1-39 Statutes), is amended by adding Section 21D to read as follows: 1-40 Sec. 21D. SPECIALTY SCHOOLS. The commission by rule shall 1-41 establish curriculum guidelines and other appropriate requisites to 1-42 allow specialty schools to offer instruction in the practice of 1-43 cosmetology as defined in Paragraphs (D) and (F) of Subdivision (3) 1-44 of Section 1 of this Act. 1-45 SECTION 3. Section 4, Chapter 1036, Acts of the 62nd 1-46 Legislature, Regular Session, 1971 (Article 8451a, Vernon's Texas 1-47 Civil Statutes), is amended by adding Subsection (1) to read as 1-48 follows: 1-49 (1) The commission by rule shall establish and assess 1-50 on all persons and entities licensed or regulated under this Act 1-51 reasonable and necessary fees. 1-52 SECTION 4. This Act takes effect September 1, 1993. 1-53 SECTION 5.
