                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to cost accounting information of telecommunication
    1-2  utilities.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 27 of Article 1446c, Vernon's Texas Civil
    1-5  Statutes, is amended by adding Subsection (g) to read as follows:
    1-6        (g)  Dominant carriers shall submit to the commission, on an
    1-7  annual basis, cost accounting information on all of the services
    1-8  provided by the carrier in the State of Texas in an easily read
    1-9  form that complies with generally accepted accounting principles.
   1-10  The cost accounting information of each service provided by the
   1-11  carrier shall be separated from the cost accounting information of
   1-12  other services and shall indicate all of the costs attributable
   1-13  directly or indirectly to each service.  All costs for services
   1-14  provided by the carrier in the State of Texas shall be fully
   1-15  allocated in a manner as if each service was a stand alone
   1-16  business.  All information submitted to the commission shall be
   1-17  available to the public.  The commission is granted all necessary
   1-18  power and authority under this Act to promulgate rules and
   1-19  establish procedures for the purposes of enforcing and implementing
   1-20  this section.
   1-21        SECTION 2.  This Act takes effect September 1, 1993.
   1-22        SECTION 3.  The importance of this legislation and the
   1-23  crowded condition of the calendars in both houses create an
    2-1  emergency and an imperative public necessity that the
    2-2  constitutional rule requiring bills to be read on three several
    2-3  days in each house be suspended, and this rule is hereby suspended.
