                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the purchase of insurance by students enrolled at
    1-2  certain institutions of higher education.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Chapter 54, Education Code, is amended by adding
    1-5  Section 54.5082 to read as follows:
    1-6        Sec. 54.5082.  STUDENT HEALTH INSURANCE.  The board of
    1-7  regents of The University of Texas System may require each student
    1-8  enrolled at an institution within The University of Texas System to
    1-9  enroll in a plan of health insurance.  The board may waive the
   1-10  requirement if the student presents proof of equivalent insurance
   1-11  or the financial responsibility to pay for unexpected health or
   1-12  medical expenses.
   1-13        SECTION 2.  This Act takes effect September 1, 1994.
   1-14        SECTION 3.  The importance of this legislation and the
   1-15  crowded condition of the calendars in both houses create an
   1-16  emergency and an imperative public necessity that the
   1-17  constitutional rule requiring bills to be read on three several
   1-18  days in each house be suspended, and this rule is hereby suspended,
   1-19  and that this Act take effect and be in force according to its
   1-20  terms, and it is so enacted.
