   1-22                         A BILL TO BE ENTITLED
   1-23                                AN ACT
   1-24  relating to conditional payments of ad valorem taxes.
   1-25        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-26        SECTION 1.  Chapter 31, Tax Code, is amended by adding
   1-27  Section 31.073 to read as follows:
   1-28        Sec. 31.073.  CONDITIONAL OR RESTRICTED PAYMENTS PROHIBITED.
   1-29  A restriction or other condition on a payment of taxes that is not
   1-30  authorized by Section 31.071 of this code is void.
   1-31        SECTION 2.  This Act takes effect September 1, 1993.
   1-32        SECTION 3.  The importance of this legislation and the
   1-33  crowded condition of the calendars in both houses create an
   1-34  emergency and an imperative public necessity that the
   1-35  constitutional rule requiring bills to be read on three several
   1-36  days in each house be suspended, and this rule is hereby suspended.
