                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the exemption of certain students from the Texas
    1-3  academic skills program.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 51.306(m), Education Code, is amended to
    1-6  read as follows:
    1-7        (m)  This section does not apply to a student:
    1-8              (1)  located outside this state who enrolls in a course
    1-9  offered outside this state by an institution of higher education;
   1-10  or
   1-11              (2)  who has a composite score on the American College
   1-12  Test, the Scholastic Aptitude Test, or a similar assessment test
   1-13  that is in the 85th percentile or higher.
   1-14        SECTION 2.  The change in law made by this Act to Section
   1-15  51.306(m), Education Code, applies beginning with the fall semester
   1-16  in 1993.  The former law applies before that semester and is
   1-17  continued in effect for this purpose only.
   1-18        SECTION 3.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended,
   1-23  and that this Act take effect and be in force from and after its
   1-24  passage, and it is so enacted.
