1-19 A BILL TO BE ENTITLED
1-20 AN ACT
1-21 relating to training and employment of school board members.
1-22 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-23 SECTION 1. Subchapter A, Chapter 23, Education Code, is
1-24 amended by adding Section 23.20 to read as follows:
1-25 Sec. 23.20. ELIGIBILITY FOR EMPLOYMENT. A trustee of a
1-26 school district is prohibited from applying for or soliciting
1-27 employment with that school district until the trustee's current
1-28 term has expired or until the trustee has resigned and a successor
1-29 has been named to fill the vacancy created by the resignation.
1-30 SECTION 2. Subsection (a), Section 23.33, Education Code, is
1-31 amended to read as follows:
1-32 (a) The State Board of Education shall adopt <appoint an
1-33 advisory committee to develop> statewide standards for <on> the
1-34 duties of a school board member as criteria to be used to develop
1-35 board member training. <The committee shall consist of at least 15
1-36 persons knowledgeable in the management of the public schools of
1-37 the state, and no less than five members of the committee shall
1-38 consist of individuals currently serving as locally elected school
1-39 board members.>
1-40 SECTION 3. The importance of this legislation and the
1-41 crowded condition of the calendars in both houses create an
1-42 emergency and an imperative public necessity that the
1-43 constitutional rule requiring bills to be read on three several
1-44 days in each house be suspended, and this rule is hereby suspended,
1-45 and that this Act take effect and be in force from and after its
1-46 passage, and it is so enacted.
