                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the approval of teacher and staff appointments.
    1-2        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-3        SECTION 1.  Section 13.352, Education Code, is amended by
    1-4  adding a new Subsection (e) and redesignating existing Subsections
    1-5  (e) and (f) as Subsections (f) and (g) to read as follows:
    1-6        (e)  The commissioner of education by rule may provide
    1-7  procedures for alternative methods of approval of teacher and staff
    1-8  appointments in cases in which the transfer of campus personnel is
    1-9  necessary to protect contractual obligations  and to ensure
   1-10  financial efficiency.
   1-11        (f)  The board of trustees of each district shall adopt a
   1-12  policy that provides for selected principals to periodically give
   1-13  verbal reports to the board.
   1-14        (g)<(f)>  The board of trustees of a school district shall
   1-15  adopt a policy for the selection of a campus principal that
   1-16  includes qualifications required for that position.
   1-17        SECTION 2.  The importance of this legislation and the
   1-18  crowded condition of the calendars in both houses create an
   1-19  emergency and an imperative public necessity that the
   1-20  constitutional rule requiring bills to be read on three several
   1-21  days in each house be suspended, and this rule is hereby suspended,
   1-22  and that this Act take effect and be in force from and after its
   1-23  passage, and it is so enacted.
