   1-19                         A BILL TO BE ENTITLED
   1-20                                AN ACT
   1-21  relating to repealing the exemption of certain students from paying
   1-22  tuition charged by public institutions of higher education.
   1-23        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-24        SECTION 1.  Section 54.207, Education Code, is repealed.
   1-25        SECTION 2.  The change in law made by this Act applies only
   1-26  to tuition that becomes due beginning with the fall semester in
   1-27  1993.  Tuition that became due before that semester is governed by
   1-28  the law in effect at the time the tuition became due, and that law
   1-29  is continued in effect for that purpose only.
   1-30        SECTION 3.  The importance of this legislation and the
   1-31  crowded condition of the calendars in both houses create an
   1-32  emergency and an imperative public necessity that the
   1-33  constitutional rule requiring bills to be read on three several
   1-34  days in each house be suspended, and this rule is hereby suspended,
   1-35  and that this Act take effect and be in force from and after its
   1-36  passage, and it is so enacted.
