  4-1                          COMMITTEE AMENDMENT NO. 1
  4-2           Amend S.B. No. 1378 by adding subsection (d), to SECTION 1 to
  4-3     read as follows:
  4-4           (d)  When the comptroller, state treasurer and a state agency
  4-5     that is responsible for receiving or administering federal funds
  4-6     that are used to pay benefits by electronic transfer or other
  4-7     electronic means adopts a joint memorandum of understanding as
  4-8     described in Subsection (a), the comptroller, treasurer and
  4-9     responsible state agency shall ensure that the operational costs of
 4-10     a system used to pay benefits by electronic transfer or other
 4-11     electronic means not exceed the costs of the issuance system that
 4-12     has been replaced.
