1-20 A BILL TO BE ENTITLED
1-21 AN ACT
1-22 relating to certain reports on the academic performance of students
1-23 at institutions of higher education.
1-24 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-25 SECTION 1. Subsection (e), Section 51.403, Education Code,
1-26 is amended to read as follows:
1-27 (e) Under guidelines established by the coordinating board
1-28 <Coordinating Board, Texas College and University System,> and the
1-29 State Board of Education, postsecondary institutions shall report
1-30 student performance during the first year enrolled after graduation
1-31 from high school to the high school or junior college last
1-32 attended. This report shall include, but not be limited to,
1-33 appropriate student test scores, a description of developmental
1-34 courses required, and the student's grade point average.
1-35 Appropriate safeguards for student privacy shall be included in the
1-36 rules for implementation of this subsection. Each high school
1-37 receiving a report concerning five or more students from a single
1-38 postsecondary institution shall release to a newspaper of general
1-39 circulation in the area in which the high school is located the
1-40 number of students covered by the report and the percentage of
1-41 those students reported as needing a developmental course.
1-42 SECTION 2. This Act takes effect September 1, 1993.
1-43 SECTION 3. The importance of this legislation and the
1-44 crowded condition of the calendars in both houses create an
1-45 emergency and an imperative public necessity that the
1-46 constitutional rule requiring bills to be read on three several
1-47 days in each house be suspended, and this rule is hereby suspended.
