                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the student exchange program established by the Texas
    1-2  Higher Education Coordinating Board.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  The heading of Section 54.060, Education Code, is
    1-5  amended to read as follows:
    1-6        Sec. 54.060.  Resident of Bordering State or Nation or
    1-7  Participant in Student Exchange Program:  Tuition.
    1-8        SECTION 2.  Subsection (c), Section 54.060, Education Code,
    1-9  is amended to read as follows:
   1-10        (c)  The coordinating board by rule shall establish a program
   1-11  with the United Mexican States and with Canada for the exchange of
   1-12  students.  The foreign student tuition fee prescribed in this
   1-13  chapter does not apply to a foreign student participating in the
   1-14  exchange program.
   1-15        SECTION 3.  The change in law made by this Act to Section
   1-16  54.060, Education Code, applies only to tuition that becomes due
   1-17  beginning with the fall semester in 1993.  Tuition that became due
   1-18  before that semester is governed by the law in effect at the time
   1-19  the tuition became due, and that law is continued in effect for
   1-20  this purpose only.
   1-21        SECTION 4.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
   1-24  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended,
    2-2  and that this Act take effect and be in force from and after its
    2-3  passage, and it is so enacted.
