                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the student exchange program established by the Texas
    1-3  Higher Education Coordinating Board.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  The heading of Section 54.060, Education Code, is
    1-6  amended to read as follows:
    1-7        Sec. 54.060.  Resident of Bordering State or Nation or
    1-8  Participant in Student Exchange Program:  Tuition.
    1-9        SECTION 2.  Section 54.060(c), Education Code, is amended to
   1-10  read as follows:
   1-11        (c)  The coordinating board by rule shall establish a program
   1-12  with the United Mexican States and with Canada for the exchange of
   1-13  students.  The foreign student tuition fee prescribed in this
   1-14  chapter does not apply to a foreign student participating in the
   1-15  exchange program.
   1-16        SECTION 3.  The change in law made by this Act to Section
   1-17  54.060, Education Code, applies only to tuition that becomes due
   1-18  beginning with the fall semester in 1993.  Tuition that became due
   1-19  before that semester is governed by the law in effect at the time
   1-20  the tuition became due, and that law is continued in effect for
   1-21  this purpose only.
   1-22        SECTION 4.  The importance of this legislation and the
   1-23  crowded condition of the calendars in both houses create an
   1-24  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended,
    2-3  and that this Act take effect and be in force from and after its
    2-4  passage, and it is so enacted.
