The heading of Section 54.060, Education Code, is 1-25 amended to read as follows: 1-26 Sec. 54.060. Resident of Bordering State or Nation or 1-27 Participant in Student Exchange Program: Tuition. 1-28 SECTION 2. Subsection (c), Section 54.060, Education Code, 1-29 is amended to read as follows: 1-30 (c) The coordinating board by rule shall establish a program 1-31 with the United Mexican States and with Canada for the exchange of 1-32 students. The foreign student tuition fee prescribed in this 1-33 chapter does not apply to a foreign student participating in the 1-34 exchange program. 1-35 SECTION 3. The change in law made by this Act to Section 1-36 54.060, Education Code, applies only to tuition that becomes due 1-37 beginning with the fall semester in 1993. Tuition that became due 1-38 before that semester is governed by the law in effect at the time 1-39 the tuition became due, and that law is continued in effect for 1-40 this purpose only. 1-41 SECTION 4. The importance of this legislation and the 1-42 crowded condition of the calendars in both houses create an 1-43 emergency and an imperative public necessity that the 1-44 constitutional rule requiring bills to be read on three several 1-45 days in each house be suspended, and this rule is hereby suspended, 1-46 and that this Act take effect and be in force from and after its 1-47 passage, and it is so enacted. 1-48 * * * * * 1-49 Austin, 1-50 Texas 1-51 April 29, 1993 1-52 Hon.
