                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to establishment of the Texas Coastal Ocean Observation
    1-2  Network for collection of coastal management data.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  The Texas Coastal Observation Network is
    1-5  established as a cooperative project of Texas A&M University at
    1-6  Corpus Christi, Lamar University, the Texas Water Development
    1-7  Board, and the General Land Office.  The network shall collect data
    1-8  on natural processes affecting the coast for the purpose of
    1-9  studying, planning for, and managing human uses of the coast as
   1-10  they are affected by those natural processes.  The participating
   1-11  state entities shall coordinate the project with the National
   1-12  Oceanic and Atmospheric Administration, other appropriate federal
   1-13  entities, and private entities.
   1-14        SECTION 2.  The importance of this legislation and the
   1-15  crowded condition of the calendars in both houses create an
   1-16  emergency and an imperative public necessity that the
   1-17  constitutional rule requiring bills to be read on three several
   1-18  days in each house be suspended, and this rule is hereby suspended.
