   1-17                         A BILL TO BE ENTITLED
   1-18                                AN ACT
   1-19  relating to establishment of the Texas Coastal Observation Network
   1-20  for collection of coastal management data.
   1-21        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-22        SECTION 1.  The Texas Coastal Observation Network is
   1-23  established as a cooperative project of Texas A&M
   1-24  University--Corpus Christi, Lamar University, the Texas Water
   1-25  Development Board, and the General Land Office.  The network shall
   1-26  collect data on natural processes affecting the coast for the
   1-27  purpose of studying, planning for, and managing human uses of the
   1-28  coast as they are affected by those natural processes.  The
   1-29  participating state entities shall coordinate the project with the
   1-30  National Oceanic and Atmospheric Administration, other appropriate
   1-31  federal entities, and private entities.
   1-32        SECTION 2.  The importance of this legislation and the
   1-33  crowded condition of the calendars in both houses create an
   1-34  emergency and an imperative public necessity that the
   1-35  constitutional rule requiring bills to be read on three several
   1-36  days in each house be suspended, and this rule is hereby suspended.
