   1-22                                AN ACT
   1-23  relating to the regulation of charter bus companies.
   1-24        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-25        SECTION 1.  (a)  The Railroad Commission of Texas may not
   1-26  require, as a condition of obtaining or retaining a certificate of
   1-27  public convenience and necessity or any other permit, license, or
   1-28  certificate required for doing business in the state, that a bus
   1-29  company providing charter services operate one or more regularly
   1-30  scheduled transportation services.
   1-31        (b)  The Railroad Commission of Texas may adopt rules to
   1-32  regulate bus companies providing charter services except rules in
   1-33  violation of Subsection (a) of this section.
   1-34        SECTION 2.  The importance of this legislation and the
   1-35  crowded condition of the calendars in both houses create an
   1-36  emergency and an imperative public necessity that the
   1-37  constitutional rule requiring bills to be read on three several
   1-38  days in each house be suspended, and this rule is hereby suspended,
   1-39  and that this Act take effect and be in force from and after its
   1-40  passage, and it is so enacted.
