   1-19                         A BILL TO BE ENTITLED
   1-20                                AN ACT
   1-21  relating to the management of certain funds of the watermaster
   1-22  operations of the Texas Water Commission.
   1-23        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-24        SECTION 1.  Section 11.329, Water Code, is amended by adding
   1-25  Subsection (g) to read as follows:
   1-26        (g)  Section 403.094(h), Government Code, does not apply to
   1-27  the assessments paid to the commission by holders of water rights
   1-28  covering the cost of administration of adjudicated water rights as
   1-29  provided for in this section.  The assessment fees are dedicated to
   1-30  the commission and may only be used for the payment of the cost of
   1-31  the maintenance and operations of the watermaster for whose
   1-32  operations the assessments were made.
   1-33        SECTION 2.  The importance of this legislation and the
   1-34  crowded condition of the calendars in both houses create an
   1-35  emergency and an imperative public necessity that the
   1-36  constitutional rule requiring bills to be read on three several
   1-37  days in each house be suspended, and this rule is hereby suspended,
   1-38  and that this Act take effect and be in force from and after its
   1-39  passage, and it is so enacted.
