                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to certain technical corrections and other clarifications
    1-2  and to Subchapter B, Chapter 54, Title 4, of the Water Code.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 54.016, Water Code, is clarified and
    1-5  amended by adding Subsection (i) to read as follows:
    1-6        (i)  The orders, regulations, ordinances, or other duly
    1-7  adopted requirements of a city in effect and applicable to a
    1-8  district at the time the original petition for the creation of such
    1-9  district is granted by the commission shall remain applicable to
   1-10  such district is granted by the commission shall remain applicable
   1-11  to such district and to all land and development within it until
   1-12  all bonds issued by such district have been paid, regardless of
   1-13  annexation of such district or any part of it by such city.  A city
   1-14  shall, however, impose requirements to the extent specifically
   1-15  required by federal or state law, rule, order, or permit
   1-16  conditions.  A city may not impose any requirement in conflict with
   1-17  this section as a condition of its consent, and any provision in
   1-18  conflict with this section in any consent or other agreement with
   1-19  the city now existing or entered after the effective date of this
   1-20  section shall be void and of no effect.
   1-21        SECTION 2.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended,
    2-3  and that this Act take effect and be in force according to its
    2-4  terms, and it is so enacted.
