                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the authority of the Lubbock County Hospital District
    1-2  to render primary care, emergency services, preventive medicine
    1-3  services, and other health related services.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 3, Chapter 484, Acts of the 60th
    1-6  Legislature, 1967 (Article 4494q, Vernon's Annotated Civil
    1-7  Statutes), is amended to read as follows:
    1-8        Sec. 3.  PURPOSE OF DISTRICT.  The district authorized to be
    1-9  created by this Act is charged with the responsibility of
   1-10  establishing a hospital or a hospital system, including medical
   1-11  facilities or other health facilities, within its boundaries to
   1-12  furnish hospital and medical care to the residents of the district.
   1-13  After this district is created as provided in Section 4 of this
   1-14  Act, no other municipality or political subdivision shall have the
   1-15  power to levy taxes or issue bonds or other obligations for
   1-16  hospital purposes or for providing medical care within the
   1-17  boundaries of the district.  This district shall provide all
   1-18  necessary medical and hospital care for the needy inhabitants of
   1-19  the district.  The district may render primary care, emergency
   1-20  services, preventive medicine services, and other health related
   1-21  services outside the district.
   1-22        SECTION 2.  This Act takes effect September 1, 1993.
   1-23        SECTION 3.  The importance of this legislation and the
    2-1  crowded condition of the calendars in both houses create an
    2-2  emergency and an imperative public necessity that the
    2-3  constitutional rule requiring bills to be read on three several
    2-4  days in each house be suspended, and this rule is hereby suspended.
