1-17 A BILL TO BE ENTITLED
1-18 AN ACT
1-19 relating to the authority of the Lubbock County Hospital District
1-20 to render primary care, emergency services, preventive medicine
1-21 services, and other health-related services.
1-22 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-23 SECTION 1. Section 3, Chapter 484, Acts of the 60th
1-24 Legislature, 1967, is amended to read as follows:
1-25 Sec. 3. PURPOSE OF DISTRICT. The district authorized to be
1-26 created by this Act is charged with the responsibility of
1-27 establishing a hospital or a hospital system, including medical
1-28 facilities or other health facilities, within its boundaries to
1-29 furnish hospital and medical care to the residents of the district.
1-30 After this district is created as provided in Section 4 of this
1-31 Act, no other municipality or political subdivision shall have the
1-32 power to levy taxes or issue bonds or other obligations for
1-33 hospital purposes or for providing medical care within the
1-34 boundaries of the district. This district shall provide all
1-35 necessary medical and hospital care for the needy inhabitants of
1-36 the district. The district may render primary care, emergency
1-37 services, preventive medicine services, and other health-related
1-38 services outside the district.
1-39 SECTION 2. This Act takes effect September 1, 1993.
1-40 SECTION 3. The importance of this legislation and the
1-41 crowded condition of the calendars in both houses create an
1-42 emergency and an imperative public necessity that the
1-43 constitutional rule requiring bills to be read on three several
1-44 days in each house be suspended, and this rule is hereby suspended.
