                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the method of dissolution for certain municipal utility
    1-3  districts.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 14, Chapter 1030, Acts of the 70th
    1-6  Legislature, Regular Session, 1987, is amended to read as follows:
    1-7        Sec. 14.  Dissolution of District.  The district may be
    1-8  dissolved as provided by Section 43.074, Local Government Code
    1-9  <Notwithstanding Chapter 128, Acts of the 50th Legislature, Regular
   1-10  Session, 1947 (Article 1182c-1, Vernon's Texas Civil Statutes), or
   1-11  any other general law, the district may be dissolved on approval of
   1-12  a two-thirds vote of the governing body of the town of Westlake, a
   1-13  two-thirds vote of the incumbent members of the board, and a
   1-14  two-thirds vote of the incumbent members of the board of any other
   1-15  districts that the district has contracted for the receipt or
   1-16  provision of regional or area wide water supply, wastewater
   1-17  disposal service, or any other service contract or agreement for a
   1-18  term in excess of 20 years>.
   1-19        SECTION 2.  Section 14, Chapter 1031, Acts of the 70th
   1-20  Legislature, Regular Session, 1987, is amended to read as follows:
   1-21        Sec. 14.  Dissolution of District.  The district may be
   1-22  dissolved as provided by Section 43.074, Local Government Code
   1-23  <Notwithstanding Chapter 128, Acts of the 50th Legislature, Regular

   2-23        SECTION 4.  The importance of this legislation and the
   2-24  crowded condition of the calendars in both houses create an
   2-25  emergency and an imperative public necessity that the
   2-26  constitutional rule requiring bills to be read on three several
   2-27  days in each house be suspended, and this rule is hereby suspended,
    3-1  and that this Act take effect and be in force from and after its
    3-2  passage, and it is so enacted.
