                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the sale of certain park land by certain
    1-2  municipalities.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Subsection (e), Section 253.001, Local Government
    1-5  Code, is amended to read as follows:
    1-6        (e)  Subsection (b) does not apply to a conveyance of park
    1-7  land that:
    1-8              (1)  is owned by a home-rule municipality that has
    1-9  <with> a population of less than 60,000 and that is located in a
   1-10  county bordering the Gulf of Mexico <115,000>;
   1-11              (2)  is one acre or less;
   1-12              (3)  is part of a park that is 100 <600> acres or less;
   1-13              (4)  is conveyed as part of an exchange for property
   1-14  adjoining the park; and
   1-15              (5)  is conveyed pursuant to an ordinance that is
   1-16  adopted under this section and has an effective date before
   1-17  December 31, 1993 <November 1, 1989>.
   1-18        SECTION 2.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended,
   1-23  and that this Act take effect and be in force from and after its
   1-24  passage, and it is so enacted.
