                             SENATE CONCURRENT RESOLUTION
    1-1        WHEREAS, For each of the last 45 years, the YMCAs of the
    1-2  State of Texas have sponsored a youth and government program; and
    1-3        WHEREAS, Its purpose is to train the youth of Texas in the
    1-4  process of government and democracy, both in theory and practice;
    1-5  and
    1-6        WHEREAS, This is a valuable and comprehensive educational
    1-7  program with the YMCA youth club participants elected by their
    1-8  local clubs or high schools; district conferences are held in
    1-9  December and January to determine the legislative and judicial
   1-10  programs and to acquaint the youth with legislative and judicial
   1-11  processes; and
   1-12        WHEREAS, The governor, the lieutenant governor, the attorney
   1-13  general, the speaker of the house, members of the Texas
   1-14  Legislature, and various state employees and experts in the field
   1-15  of government have aided in the preparation of the program; and
   1-16        WHEREAS, Plans are under way for the 46th and 47th annual
   1-17  Texas YMCA model legislatures and judicial sessions to be held in
   1-18  Austin, Texas; dates for the 1993 youth legislature and judicial
   1-19  session are February 25 to February 28, inclusive, and for the 1994
   1-20  session from February 17 to February 20, inclusive; if the house
   1-21  and senate chambers are not in use, the chambers will be used for
   1-22  the opening sessions on the evening of February 25, 1993, and
   1-23  February 17, 1994, and mock legislative sessions in both chambers
    2-1  on February 26 and 27, 1993, and February 18 and 19, 1994; and
    2-2        WHEREAS, No expense would be incurred by the state in
    2-3  permitting the use of the chambers, and the staff of the youth
    2-4  legislature would be employed by the sponsoring organization; and
    2-5        WHEREAS, The legislature is sympathetic with and heartily
    2-6  endorses the avowed purpose of the youth legislature as a means of
    2-7  developing an understanding citizenry and as a training ground for
    2-8  future state officials; now, therefore, be it
    2-9        RESOLVED by the Senate of the State of Texas, the House of
   2-10  Representatives concurring, That the Texas YMCA Youth and
   2-11  Government Program be and is hereby granted permission to use the
   2-12  House Chamber of the State Capitol on February 25, 26, and 27 in
   2-13  1993 and February 17, 18, and 19 in 1994; and, be it further
   2-14        RESOLVED, That the Texas YMCA Youth and Government Program be
   2-15  and is hereby granted permission to use the Senate Chamber of the
   2-16  State Capitol on February 25, 26, and 27 in 1993 and February 17,
   2-17  18, and 19 in 1994.
