No. 2 1-2 (In the Senate - Filed January 4, 1993; January 13, 1993, 1-3 read first time and referred to Committee on Administration; 1-4 February 3, 1993, reported favorably by the following vote: Yeas 1-5 7, Nays 0; February 3, 1993, sent to printer.) 1-6 COMMITTEE VOTE 1-7 Yea Nay PNV Absent 1-8 Haley x 1-9 Moncrief x 1-10 Ellis x 1-11 Montford x 1-12 Shapiro x 1-13 Truan x 1-14 Turner x 1-15 SENATE CONCURRENT RESOLUTION 1-16 WHEREAS, For each of the last 45 years, the YMCAs of the 1-17 State of Texas have sponsored a youth and government program; and 1-18 WHEREAS, Its purpose is to train the youth of Texas in the 1-19 process of government and democracy, both in theory and practice; 1-20 and 1-21 WHEREAS, This is a valuable and comprehensive educational 1-22 program with the YMCA youth club participants elected by their 1-23 local clubs or high schools; district conferences are held in 1-24 December and January to determine the legislative and judicial 1-25 programs and to acquaint the youth with legislative and judicial 1-26 processes; and 1-27 WHEREAS, The governor, the lieutenant governor, the attorney 1-28 general, the speaker of the house, members of the Texas 1-29 Legislature, and various state employees and experts in the field 1-30 of government have aided in the preparation of the program; and 1-31 WHEREAS, Plans are under way for the 46th and 47th annual 1-32 Texas YMCA model legislatures and judicial sessions to be held in 1-33 Austin, Texas; dates for the 1993 youth legislature and judicial 1-34 session are February 25 to February 28, inclusive, and for the 1994 1-35 session from February 17 to February 20, inclusive; if the house 1-36 and senate chambers are not in use, the chambers will be used for 1-37 the opening sessions on the evening of February 25, 1993, and 1-38 February 17, 1994, and mock legislative sessions in both chambers 1-39 on February 26 and 27, 1993, and February 18 and 19, 1994; and 1-40 WHEREAS, No expense would be incurred by the state in 1-41 permitting the use of the chambers, and the staff of the youth 1-42 legislature would be employed by the sponsoring organization; and 1-43 WHEREAS, The legislature is sympathetic with and heartily 1-44 endorses the avowed purpose of the youth legislature as a means of 1-45 developing an understanding citizenry and as a training ground for 1-46 future state officials; now, therefore, be it 1-47 RESOLVED by the Senate of the State of Texas, the House of 1-48 Representatives concurring, That the Texas YMCA Youth and 1-49 Government Program be and is hereby granted permission to use the 1-50 House Chamber of the State Capitol on February 25, 26, and 27 in 1-51 1993 and February 17, 18, and 19 in 1994; and, be it further 1-52 RESOLVED, That the Texas YMCA Youth and Government Program be 1-53 and is hereby granted permission to use the Senate Chamber of the 1-54 State Capitol on February 25, 26, and 27 in 1993, and February 17, 1-55 18, and 19 in 1994. 1-56 * * * * * 1-57 Austin, 1-58 Texas 1-59 February 3, 1993 1-60 Hon.
