                             SENATE CONCURRENT RESOLUTION
    1-1        WHEREAS, Not all local units of government, cities, and
    1-2  counties are fully aware of the initiatives taken by several Texas
    1-3  cities and counties to implement effective emergency management
    1-4  programs; and
    1-5        WHEREAS, Recent pipeline explosions and chemical releases
    1-6  have focused attention on the need to make available to local units
    1-7  of government the exemplary programs already implemented by others;
    1-8  and
    1-9        WHEREAS, Advice and assistance should be provided by state
   1-10  agencies to local units of government in pipeline safety and
   1-11  emergency management; now, therefore, be it
   1-12        RESOLVED, That the 73rd Legislature of the State of Texas
   1-13  hereby establish a Task Force on Local Pipeline Safety and
   1-14  Emergency Management; and, be it further
   1-15        RESOLVED, That the task force be composed of five
   1-16  representatives, one each to be appointed by the Texas Railroad
   1-17  Commission, the Division of Emergency Management of the Department
   1-18  of Public Safety, the Texas Water Commission, the Texas Air Control
   1-19  Board, and the Texas Department of Transportation; and, be it
   1-20  further
   1-21        RESOLVED, That, in carrying out its duties, the task force
   1-22  assemble, evaluate, and circulate the ordinances currently enacted
   1-23  by Texas cities to provide for pipeline safety within city limits
    2-1  and information on the most effective programs operated by Texas
    2-2  local governments for training, readiness, and operation of
    2-3  emergency management programs to cities and counties; and, be it
    2-4  further
    2-5        RESOLVED, That the task force be authorized to request the
    2-6  assistance, where needed in the discharge of its duties, of all
    2-7  state agencies, departments, and offices, and that such agencies,
    2-8  departments, and offices shall assist the task force when requested
    2-9  to do so; and, be it further
   2-10        RESOLVED, That the task force have the power to issue process
   2-11  as provided in the Senate Rules of Procedure and in Chapter
   2-12  301.024, Government Code; and, be it further
   2-13        RESOLVED, That the task force have all other powers and
   2-14  duties provided to special committees by the Senate Rules of
   2-15  Procedure, by Chapter 301, Government Code, and by policies of the
   2-16  committee on administration; and, be it further
   2-17        RESOLVED, That the task force make a complete report,
   2-18  including findings and recommendations and drafts of any
   2-19  legislation considered necessary, to the Governor and Legislature
   2-20  by September 1, 1993.
