                                 CONCURRENT RESOLUTION
    1-1        WHEREAS, The Citizens' Commission on the Texas Judicial
    1-2  System was established by the Supreme Court of Texas in 1991 to
    1-3  study and recommend any necessary or desirable improvements in the
    1-4  courts of Texas; and
    1-5        WHEREAS, In its review of the Texas judicial system, the
    1-6  commission discovered areas it believed should be accorded further
    1-7  study by the legislature; and
    1-8        WHEREAS, The subject of private process servers represented
    1-9  one area of concern to the commission members; and
   1-10        WHEREAS, The commissioners recommended a study regarding
   1-11  whether private process servers are beneficial to Texas and how
   1-12  their work interacts with and affects official process service;
   1-13  now, therefore, be it
   1-14        RESOLVED, That the 73rd Legislature of the State of Texas
   1-15  hereby request the speaker of the house of representatives and the
   1-16  lieutenant governor to create a joint interim committee to study
   1-17  private process servers; and, be it further
   1-18        RESOLVED, That the committee make a full report of its
   1-19  findings and recommendations to the 74th Legislature when it
   1-20  convenes in January 1995; and, be it further
   1-21        RESOLVED, That the committee's proceedings and operations be
   1-22  governed by such general rules and policies for joint interim
   1-23  committees as the 73rd Legislature may adopt and that such rules
   1-24  and policies supersede the provisions of this resolution to the
    2-1  extent of any conflict.
