No. 50 1-2 (In the Senate - Filed March 11, 1993; March 15, 1993, read 1-3 first time and referred to Committee on Criminal Justice; 1-4 May 11, 1993, reported favorably by the following vote: Yeas 6, 1-5 Nays 0; May 11, 1993, sent to printer.) 1-6 COMMITTEE VOTE 1-7 Yea Nay PNV Absent 1-8 Whitmire x 1-9 Brown x 1-10 Nelson x 1-11 Sibley x 1-12 Sims x 1-13 Turner x 1-14 West x 1-15 SENATE CONCURRENT RESOLUTION 1-16 WHEREAS, According to the United States Department of 1-17 Justice, sex offenders are far more likely than other felons to 1-18 repeat their crimes; recent studies have shown that sex offenders 1-19 who begin as juveniles average 380 sex crimes during their 1-20 lifetime; and 1-21 WHEREAS, Sex offender treatment has been shown to 1-22 substantially reduce the likelihood of repeat offenses and 1-23 significantly reduce further victimizations by these individuals; 1-24 and 1-25 WHEREAS, Sex offender treatment can be fully effective in 1-26 reducing the personal suffering and social cost of these offenses 1-27 only if there is greater continuity of correctional support 1-28 programs among the state agencies that provide these urgent 1-29 services; now, therefore, be it 1-30 RESOLVED, That the 73rd Legislature of the State of Texas 1-31 hereby direct the criminal justice and human service agencies of 1-32 this state to adopt a memorandum of understanding defining the 1-33 agencies' respective responsibilities for correctional support and 1-34 treatment of sex offenders in the criminal justice system; and, be 1-35 it further 1-36 RESOLVED, That the Interagency Council on Sex Offender 1-37 Treatment monitor and coordinate the development and implementation 1-38 of the memorandum of understanding; and, be it further 1-39 RESOLVED, That the memorandum of understanding establish 1-40 methods for: 1-41 (1) identifying sex offenders, both juvenile and 1-42 adult, in the criminal justice system; 1-43 (2) developing interagency rules, policies, and 1-44 procedures for the coordination of correctional support programs 1-45 and the exchange of information on sex offenders by local and state 1-46 criminal justice agencies; and 1-47 (3) identifying the rehabilitation services needed by 1-48 sex offenders, both juvenile and adult, to reenter the community 1-49 successfully; and, be it further 1-50 RESOLVED, That official copies of this resolution be prepared 1-51 for the executive directors of the Texas Department of Criminal 1-52 Justice, the Texas Juvenile Probation Commission, the Texas Youth 1-53 Commission, the Texas Department of Health, and the Department of 1-54 Protective and Regulatory Services as an expression of the intent 1-55 of the Legislature of the State of Texas. 1-56 * * * * * 1-57 Austin, 1-58 Texas 1-59 May 11, 1993 1-60 Hon.
