No. 56 1-2 (In the Senate - Filed March 18, 1993; March 22, 1993, read 1-3 first time and referred to Committee on Health and Human Services; 1-4 April 28, 1993, reported favorably by the following vote: Yeas 9, 1-5 Nays 0; April 28, 2993, sent to printer.) 1-6 COMMITTEE VOTE 1-7 Yea Nay PNV Absent 1-8 Zaffirini x 1-9 Ellis x 1-10 Madla x 1-11 Moncrief x 1-12 Nelson x 1-13 Patterson x 1-14 Shelley x 1-15 Truan x 1-16 Wentworth x 1-17 SENATE CONCURRENT RESOLUTION 1-18 WHEREAS, Approximately 94,700 Texans resided in nursing homes 1-19 in 1992; and 1-20 WHEREAS, Of that number, approximately 64,700 have their care 1-21 paid for by Medicaid; and 1-22 WHEREAS, Acuity of illness affects the intensity and type of 1-23 care needed by a nursing home resident; and 1-24 WHEREAS, The population in Texas is aging, with the 1-25 proportion of persons over 65 years of age projected to be 11.4 1-26 percent or more than two million persons by the year 2000; and 1-27 WHEREAS, As people are living longer and medical technologies 1-28 are becoming more advanced, nursing home residents' needs become 1-29 more specialized with age; and 1-30 WHEREAS, It is projected that 40 percent of all people who 1-31 live beyond 65 years of age will spend some time in a nursing home; 1-32 and 1-33 WHEREAS, Projections are that 77,220 Texans will require 1-34 Medicaid nursing home care in the year 2000; and 1-35 WHEREAS, Texas is one of only three states in the United 1-36 States which still reimburses nursing homes by a flat rate system; 1-37 and 1-38 WHEREAS, Many of those persons in nursing homes dependent on 1-39 Medicaid funds must now cope with serious debilitating illnesses 1-40 such as Alzheimer's disease and AIDS; and 1-41 WHEREAS, Approximately 50 percent of all nursing home 1-42 patients are victims of Alzheimer's disease; and 1-43 WHEREAS, Diseases such as Alzheimer's and AIDS require 1-44 intensive behavioral intervention and rehabilitative services 1-45 available at nursing homes; now, therefore, be it 1-46 RESOLVED, That the 73rd Legislature respectfully direct the 1-47 Texas Department of Human Services to develop and implement an 1-48 appropriate case-mix reimbursement system that adequately meets the 1-49 needs of all subacute and cognitively impaired patients, such as 1-50 those suffering from Alzheimer's disease, dementia, and AIDS. 1-51 * * * * * 1-52 Austin, 1-53 Texas 1-54 April 28, 1993 1-55 Hon.
