No. 72 SENATE CONCURRENT RESOLUTION 1-1 WHEREAS, The United States, Canada, and Mexico have recently 1-2 entered into a three-way agreement designed to promote and enhance 1-3 economic development opportunities for businesses in all three 1-4 countries; and 1-5 WHEREAS, A significant factor in any economic plan is the 1-6 improvement of transportation systems; and 1-7 WHEREAS, The United States Congress is currently considering 1-8 measures to establish a major transportation route to be known as 1-9 Interstate 69 which will connect Canada and Mexico through the 1-10 heartland of the United States; and 1-11 WHEREAS, Interstate 69 will run from the Canadian-United 1-12 States border at Port Huron, Michigan, to the Mexican-United States 1-13 border at Laredo, Texas, winding through eight states; and 1-14 WHEREAS, The United States Congress is currently debating 1-15 measures which will determine the location of Interstate 69; and 1-16 WHEREAS, In determining the location of Interstate 69, the 1-17 United States Congress should be guided by cost-effectiveness and 1-18 timeliness of completion; and 1-19 WHEREAS, The Interstate 69 Association, which is comprised of 1-20 local community and business leaders and members of chambers of 1-21 commerce from the eight states that would be affected by 1-22 construction of the interstate, have stated that Interstate 69 1-23 should cross the Louisiana-Texas border via United States 84 at 2-1 Joaquin, Texas; it would then continue along United States 84 until 2-2 reaching United States 59 at Tenaha, then follow United States 59 2-3 corridor to Houston and continue along 59 until reaching the 2-4 Mexican border at Laredo; now, therefore, be it 2-5 RESOLVED, That the 73rd Legislature of the State of Texas 2-6 hereby memorialize the Congress of the United States to take all 2-7 necessary action to ensure that Interstate 69 will enter Texas at 2-8 Joaquin and follow along the least congested and most feasible 2-9 route between the Louisiana-Texas and Texas-Mexico borders; and, be 2-10 it further 2-11 RESOLVED, That official copies of this resolution be prepared 2-12 and forwarded to the President of the United States, to the 2-13 President of the Senate and the Speaker of the House of 2-14 Representatives of the United States Congress, and to all members 2-15 of the Texas delegation to the Congress with the request that this 2-16 resolution be officially entered in the Congressional Record as a 2-17 memorial to the Congress of the United States of America.
