No. 72 1-2 (In the Senate - Filed April 20, 1993; April 20, 1993, read 1-3 first time and referred to Committee on Administration; 1-4 April 23, 1993, reported favorably by the following vote: Yeas 4, 1-5 Nays 0; April 23, 1993, sent to printer.) 1-6 COMMITTEE VOTE 1-7 Yea Nay PNV Absent 1-8 Haley x 1-9 Moncrief x 1-10 Ellis x 1-11 Montford x 1-12 Shapiro x 1-13 Truan x 1-14 Turner x 1-15 SENATE CONCURRENT RESOLUTION 1-16 WHEREAS, The United States, Canada, and Mexico have recently 1-17 entered into a three-way agreement designed to promote and enhance 1-18 economic development opportunities for businesses in all three 1-19 countries; and 1-20 WHEREAS, A significant factor in any economic plan is the 1-21 improvement of transportation systems; and 1-22 WHEREAS, The United States Congress is currently considering 1-23 measures to establish a major transportation route to be known as 1-24 Interstate 69 which will connect Canada and Mexico through the 1-25 heartland of the United States; and 1-26 WHEREAS, Interstate 69 will run from the Canadian-United 1-27 States border at Port Huron, Michigan, to the Mexican-United States 1-28 border at Laredo, Texas, winding through eight states; and 1-29 WHEREAS, The United States Congress is currently debating 1-30 measures which will determine the location of Interstate 69; and 1-31 WHEREAS, In determining the location of Interstate 69, the 1-32 United States Congress should be guided by cost-effectiveness and 1-33 timeliness of completion; and 1-34 WHEREAS, The Interstate 69 Association, which is comprised of 1-35 local community and business leaders and members of chambers of 1-36 commerce from the eight states that would be affected by 1-37 construction of the interstate, have stated that Interstate 69 1-38 should cross the Louisiana-Texas border via United States 84 at 1-39 Joaquin, Texas; it would then continue along United States 84 until 1-40 reaching United States 59 at Tenaha, then follow United States 59 1-41 corridor to Houston and continue along 59 until reaching the 1-42 Mexican border at Laredo; now, therefore, be it 1-43 RESOLVED, That the 73rd Legislature of the State of Texas 1-44 hereby memorialize the Congress of the United States to take all 1-45 necessary action to ensure that Interstate 69 will enter Texas at 1-46 Joaquin and follow along the least congested and most feasible 1-47 route between the Louisiana-Texas and Texas-Mexico borders; and, be 1-48 it further 1-49 RESOLVED, That official copies of this resolution be prepared 1-50 and forwarded to the President of the United States, to the 1-51 President of the Senate and the Speaker of the House of 1-52 Representatives of the United States Congress, and to all members 1-53 of the Texas delegation to the Congress with the request that this 1-54 resolution be officially entered in the Congressional Record as a 1-55 memorial to the Congress of the United States of America. 1-56 * * * * * 1-57 Austin, 1-58 Texas 1-59 April 23, 1993 1-60 Hon.
