SENATE CONCURRENT RESOLUTION
1-1 WHEREAS, The City of Pampa and the State of Texas lost one of
1-2 the state's outstanding leaders and respected citizens with the
1-3 passing of the Honorable J. Foster Whaley who died April 25, 1993,
1-4 at the age of 73; and
1-5 WHEREAS, A distinguished state legislator, J. Foster Whaley
1-6 represented Gray County from 1979 to 1989 in the Texas House of
1-7 Representatives where he is remembered for his valuable
1-8 contributions as Budget and Oversight Chairman for the Committee on
1-9 County Affairs; and
1-10 WHEREAS, The former county agent brought his considerable
1-11 knowledge and experience to his work as a member of the
1-12 Appropriations Committee and the Committee on Agriculture and
1-13 Livestock; and
1-14 WHEREAS, Mr. Whaley was born in Bulcher and grew up in
1-15 Illinois Bend; after his graduation from Saint Jo High School, he
1-16 served his country valiantly during World War II as a member of
1-17 General George Patton's 3rd Army in Europe; for his exceptional
1-18 bravery he received the Bronze Star and the Purple Heart; and
1-19 WHEREAS, After the war he returned to Texas and graduated
1-20 from Texas A&M University with a bachelor of science degree in
1-21 agriculture; in 1950 Mr. Whaley began his exceptional career in
1-22 agriculture in Pampa as Gray County agricultural agent; and
1-23 WHEREAS, During his tenure as Armstrong County agent from
2-1 1953 to 1960, he established a cooperative for rural residents who
2-2 were able to receive their first telephone service; Mr. Whaley
2-3 returned to Gray County as agricultural agent until he won election
2-4 to the Texas House of Representatives; and
2-5 WHEREAS, In recognition of his invaluable contributions to
2-6 agriculture, Mr. Whaley received various honors over the years,
2-7 including the Distinguished Service Award from the National
2-8 Association of County Agents and the Superior Service Award from
2-9 Texas A&M University; and
2-10 WHEREAS, A dedicated family man who took an interest in the
2-11 lives of his loved ones, Mr. Whaley married Lois Spalding in 1951
2-12 and became the proud father of three children, Christie Ann,
2-13 Karlette Kay, and Wayne Jay, and a caring grandfather to his four
2-14 grandchildren; and
2-15 WHEREAS, The death of such an outstanding citizen is felt not
2-16 only by his family and friends, but by all those who knew and
2-17 respected this beloved gentleman; now, therefore, be it
2-18 RESOLVED, That the 73rd Legislature of the State of Texas
2-19 hereby extend sincere condolences to the family of the Honorable J.
2-20 Foster Whaley: his wife, Lois; his daughters, Christie Ann Cofield
2-21 and Karlette Kay Baker; his son, Wayne Jay Whaley; and his four
2-22 grandchildren; and, be it further
2-23 RESOLVED, That a copy of this resolution be prepared for the
2-24 members of his family as an expression of deepest sympathy from the
2-25 Texas Legislature, and that when the legislature adjourns this day,
3-1 it do so in memory of the Honorable J. Foster Whaley.
