                             SENATE CONCURRENT RESOLUTION
    1-1        WHEREAS, The Devils River in Val Verde County has long been
    1-2  considered one of our state's most scenic rivers and each year
    1-3  attracts many sports enthusiasts who come to enjoy its natural
    1-4  beauty and recreational opportunities; and
    1-5        WHEREAS, The large influx of visitors, limited points of
    1-6  access to the river, and other river use management and public
    1-7  safety issues have raised problems of stewardship between
    1-8  recreational users and landowners whose properties front the river;
    1-9  and
   1-10        WHEREAS, Measures taken to address these concerns will
   1-11  provide not only a remedy for the immediate problems at the Devils
   1-12  River but also a potential solution to similar river use conflicts
   1-13  elsewhere in the state; now, therefore, be it
   1-14        RESOLVED, That the 73rd Legislature of the State of Texas
   1-15  hereby request the Parks and Wildlife Department to develop and
   1-16  implement a plan for recreational access to the Devils River; and,
   1-17  be it further
   1-18        RESOLVED, That the plan provide for coordinated management
   1-19  efforts between the State of Texas and riverfront landowners and
   1-20  offer solutions regarding river use practices, garbage disposal and
   1-21  pickup, landowner property protection, river safety, and law
   1-22  enforcement; and, be it further
   1-23        RESOLVED, That official copies of this resolution be
   1-24  forwarded to the executive director of the Parks and Wildlife
    2-1  Department and to the chair and members of the Parks and Wildlife
    2-2  Commission as an expression of the sentiment of the Legislature of
    2-3  the State of Texas.
