   1-19                     SENATE CONCURRENT RESOLUTION
   1-20        WHEREAS, The Devils River in Val Verde County has long been
   1-21  considered one of our state's most scenic rivers and each year
   1-22  attracts many sports enthusiasts who come to enjoy its natural
   1-23  beauty and recreational opportunities; and
   1-24        WHEREAS, The large influx of visitors, limited points of
   1-25  access to the river, and other river use management and public
   1-26  safety issues have raised problems of stewardship between
   1-27  recreational users and landowners whose properties front the river;
   1-28  and
   1-29        WHEREAS, Measures taken to address these concerns will
   1-30  provide not only a remedy for the immediate problems at the Devils
   1-31  River but also a potential solution to similar river use conflicts
   1-32  elsewhere in the state; now, therefore, be it
   1-33        RESOLVED, That the 73rd Legislature of the State of Texas
   1-34  hereby request the Parks and Wildlife Department to develop and
   1-35  implement a plan for recreational access to the Devils River; and,
   1-36  be it further
   1-37        RESOLVED, That the plan provide for coordinated management
   1-38  efforts between the State of Texas and riverfront landowners and
   1-39  offer solutions regarding river use practices, garbage disposal and
   1-40  pickup, landowner property protection, river safety, and law
   1-41  enforcement; and, be it further
   1-42        RESOLVED, That official copies of this resolution be
   1-43  forwarded to the executive director of the Parks and Wildlife
   1-44  Department and to the chair and members of the Parks and Wildlife
   1-45  Commission as an expression of the sentiment of the Legislature of
   1-46  the State of Texas.
