SENATE CONCURRENT RESOLUTION
1-1 WHEREAS, Accessible and affordable health care is a right
1-2 that should be enjoyed by all citizens; and
1-3 WHEREAS, The public institutions of higher education in the
1-4 State of Texas have an invaluable and integral role in the
1-5 provision of health and human service care for Texans; and
1-6 WHEREAS, These institutions can provide much needed insight
1-7 into new and innovative ideas, advances, procedures, and proposals
1-8 for more accessible, accountable, affordable, and available health
1-9 care; now, therefore, be it
1-10 RESOLVED, That the 73rd Legislature of the State of Texas
1-11 hereby request that the public institutions of higher education
1-12 report their current efforts in developing or providing health or
1-13 human service care to the people of Texas to the Texas Higher
1-14 Education Coordinating Board; and, be it further
1-15 RESOLVED, That in carrying out this request, the public
1-16 institutions of higher education report on new and innovative
1-17 efforts that should be made to better serve the health care and
1-18 human service needs of all Texans; and, be it further
1-19 RESOLVED, That the report include recommendations on the best
1-20 way to provide high quality health care for all citizens in the
1-21 most efficient, most accessible, and least costly manner; and, be
1-22 it further
1-23 RESOLVED, That the report include the possible use of grants,
2-1 donations, or federal funds to accomplish the goal of quality
2-2 health care for all citizens; and, be it further
2-3 RESOLVED, That the report include recommendations as to the
2-4 feasibility of utilization of the schools of social work and other
2-5 human service related programs to provide delivery of human service
2-6 needs; and, be it further
2-7 RESOLVED, That the Texas Higher Education Coordinating Board
2-8 provide a progress report to the Legislative Health and Human
2-9 Services Board by September 1, 1994.
