No. 88 1-2 (In the Senate - Filed May 6, 1993; May 6, 1993, read first 1-3 time and referred to Committee on Health and Human Services; 1-4 May 7, 1993, reported favorably by the following vote: Yeas 6, 1-5 Nays 0; May 7, 1993, sent to printer.) 1-6 COMMITTEE VOTE 1-7 Yea Nay PNV Absent 1-8 Zaffirini x 1-9 Ellis x 1-10 Madla x 1-11 Moncrief x 1-12 Nelson x 1-13 Patterson x 1-14 Shelley x 1-15 Truan x 1-16 Wentworth x 1-17 SENATE CONCURRENT RESOLUTION 1-18 WHEREAS, Accessible and affordable health care is a right 1-19 that should be enjoyed by all citizens; and 1-20 WHEREAS, The public institutions of higher education in the 1-21 State of Texas have an invaluable and integral role in the 1-22 provision of health and human service care for Texans; and 1-23 WHEREAS, These institutions can provide much needed insight 1-24 into new and innovative ideas, advances, procedures, and proposals 1-25 for more accessible, accountable, affordable, and available health 1-26 care; now, therefore, be it 1-27 RESOLVED, That the 73rd Legislature of the State of Texas 1-28 hereby request that the public institutions of higher education 1-29 report their current efforts in developing or providing health or 1-30 human service care to the people of Texas to the Texas Higher 1-31 Education Coordinating Board; and, be it further 1-32 RESOLVED, That in carrying out this request, the public 1-33 institutions of higher education report on new and innovative 1-34 efforts that should be made to better serve the health care and 1-35 human service needs of all Texans; and, be it further 1-36 RESOLVED, That the report include recommendations on the best 1-37 way to provide high quality health care for all citizens in the 1-38 most efficient, accessible, and least costly manner; and, be it 1-39 further 1-40 RESOLVED, That the report include the possible use of grants, 1-41 donations, or federal funds to accomplish the goal of quality 1-42 health care for all citizens; and, be it further 1-43 RESOLVED, That the report include recommendations as to the 1-44 feasibility of utilization of the schools of social work and other 1-45 human service related programs to provide delivery of human service 1-46 needs; and, be it further 1-47 RESOLVED, That the Texas Higher Education Coordinating Board 1-48 provide a progress report to the Legislative Health and Human 1-49 Services Board by September 1, 1994. 1-50 * * * * * 1-51 Austin, 1-52 Texas 1-53 May 7, 1993 1-54 Hon.
