                             SENATE CONCURRENT RESOLUTION
    1-1        WHEREAS, The Texas Legislature has determined that the
    1-2  creation and operation of programs to assist low-income persons to
    1-3  comply with a vehicle emissions inspection and maintenance program
    1-4  established in an air quality non-attainment area would be
    1-5  essential to the success of such a program and advantageous to the
    1-6  state, its citizens, and the environment; and
    1-7        WHEREAS, The Texas Air Control Board or its successor agency,
    1-8  is the principle authority in the state on matters relating to air
    1-9  quality; and
   1-10        WHEREAS, A study is needed to determine the appropriate
   1-11  manner of implementing and funding such programs, including, but
   1-12  not limited to:  grants, no-interest loans, emissions banking, or
   1-13  emission waiver policy; now, therefore, be it
   1-14        RESOLVED by the Legislature of the State of Texas, That the
   1-15  Texas Air Control Board or its successor agency is hereby directed
   1-16  to conduct a study to determine the appropriate manner of
   1-17  implementing and funding a program or programs to assist low-income
   1-18  persons to comply with a federally mandated vehicle emissions
   1-19  inspection and maintenance program established in an air quality
   1-20  non-attainment area; and, be it further
   1-21        RESOLVED, That the Texas Air Control Board, or its successor
   1-22  agency, working with federal, state and local governments, private
   1-23  entities and non-profit organizations, shall, as soon as possible,
    2-1  implement such programs as it determines to be feasible given the
    2-2  agency's current authority and fiscal ability; and, be it further
    2-3        RESOLVED, That the Texas Air Control Board or its successor
    2-4  agency shall report the study findings to the 74th Legislature of
    2-5  the State of Texas.
