No. 89 1-2 (In the Senate - Filed May 10, 1993; May 11, 1993, read first 1-3 time and referred to Committee on Natural Resources; May 21, 1993, 1-4 reported favorably by the following vote: Yeas 7, Nays 1; 1-5 May 21, 1993, sent to printer.) 1-6 COMMITTEE VOTE 1-7 Yea Nay PNV Absent 1-8 Sims x 1-9 Truan x 1-10 Armbrister x 1-11 Barrientos x 1-12 Bivins x 1-13 Brown x 1-14 Carriker x 1-15 Lucio x 1-16 Montford x 1-17 Ratliff x 1-18 Shelley x 1-19 SENATE CONCURRENT RESOLUTION 1-20 WHEREAS, The Texas Legislature has determined that the 1-21 creation and operation of programs to assist low-income persons to 1-22 comply with a vehicle emissions inspection and maintenance program 1-23 established in an air quality non-attainment area would be 1-24 essential to the success of such a program and advantageous to the 1-25 state, its citizens, and the environment; and 1-26 WHEREAS, The Texas Air Control Board or its successor agency 1-27 is the principal authority in the state on matters relating to air 1-28 quality; and 1-29 WHEREAS, A study is needed to determine the appropriate 1-30 manner of implementing and funding such programs, including but not 1-31 limited to grants, no-interest loans, emissions banking, or 1-32 emission waiver policy; now, therefore, be it 1-33 RESOLVED by the Legislature of the State of Texas, That the 1-34 Texas Air Control Board or its successor agency is hereby directed 1-35 to conduct a study to determine the appropriate manner of 1-36 implementing and funding a program or programs to assist low-income 1-37 persons in complying with a federally mandated vehicle emissions 1-38 inspection and maintenance program established in an air quality 1-39 non-attainment area; and, be it further 1-40 RESOLVED, That the Texas Air Control Board or its successor 1-41 agency, working with federal, state, and local governments, private 1-42 entities, and nonprofit organizations, shall, as soon as possible, 1-43 implement such programs as it determines to be feasible given the 1-44 agency's current authority and fiscal ability; and, be it further 1-45 RESOLVED, That the Texas Air Control Board or its successor 1-46 agency shall report the study findings to the 74th Legislature of 1-47 the State of Texas. 1-48 * * * * * 1-49 Austin, 1-50 Texas 1-51 May 21, 1993 1-52 Hon.
