S.C.R. No. 93
                             SENATE CONCURRENT RESOLUTION
    1-1        WHEREAS, The Legislature of the State of Texas takes pride in
    1-2  recognizing Charles Lowry who recently completed a one-year term as
    1-3  President of Texas Association of School Boards; and
    1-4        WHEREAS, An outstanding administrator, Charles Lowry served
    1-5  as secretary-treasurer for two years and as president-elect, first
    1-6  vice-president, and second vice-president for the association,
    1-7  before serving as president; and
    1-8        WHEREAS, His responsibilities in these positions were
    1-9  far-reaching and included serving as chair of the Legislative,
   1-10  Budget and Finance, and Planning and Development committees and
   1-11  participating in the Legislative Network and the Facilities
   1-12  Planning Ad Hoc Committee; and
   1-13        WHEREAS, In addition to serving as this year's president, Mr.
   1-14  Lowry is a member of the Texas School Cash Management Program, the
   1-15  Lone Star Investment Pool, and the Legal Assistance Fund Board of
   1-16  Trustees; he has been a member of the National School Board
   1-17  Association Federal Relations Network and the National School Board
   1-18  Association Task Force on Public School Governance; and
   1-19        WHEREAS, For 20 years, Mr. Lowry has been a member of the
   1-20  Mount Vernon Independent School District Board of Trustees where he
   1-21  has served as board president since 1981; and
   1-22        WHEREAS, An experienced businessman who is active in civic
   1-23  affairs, Charles Lowry is director of the First National Bank of
    2-1  Mount Vernon and a former city council member; he is president of
    2-2  the Catfish Smith Scholarship Fund and past president of the
    2-3  Franklin County Chamber of Commerce; and
    2-4        WHEREAS, An expert on the school systems of Texas and an
    2-5  admired leader in his community, Charles Lowry has brought a wealth
    2-6  of knowledge to his positions of leadership with the Texas
    2-7  Association of School Boards; now, therefore, be it
    2-8        RESOLVED, That the 73rd Legislature of the State of Texas
    2-9  hereby commend Charles Lowry for his many years of loyalty and hard
   2-10  work on behalf of Texas Association of School Boards and on behalf
   2-11  of the schools of Texas; and, be it further
   2-12        RESOLVED, That a copy of this resolution be prepared for him
   2-13  as an expression of esteem from the Texas Legislature.
