                             SENATE CONCURRENT RESOLUTION
    1-1        WHEREAS, On the national and state levels, gas utility
    1-2  companies have entered into the business of equipment service and
    1-3  repairs, resulting in opposition from private plumbing contractors;
    1-4  and
    1-5        WHEREAS, Although legislation was introduced during the 73rd
    1-6  session to address the competitive effects on small businesses in
    1-7  Texas of gas utility sponsored programs in the areas of energy
    1-8  product sales and service, a nonlegislative solution was worked out
    1-9  which could serve as a model for a solution in other states; and
   1-10        WHEREAS, Representatives of plumbing associations and local
   1-11  gas distribution companies and gas pipeline companies have agreed
   1-12  to the formation of a trade-ally program whereby utilities will
   1-13  continue to be allowed to introduce new technology and new products
   1-14  and to engage in related marketing, while both small and large
   1-15  local independent plumbing contractors will perform the related
   1-16  installation and services of such products; now, therefore, be it
   1-17        RESOLVED by the 73rd Legislature of the State of Texas, That
   1-18  Senate Bill No. 696 and House Bill No. 2490 be withdrawn from
   1-19  consideration and that the Texas Legislature commend and applaud
   1-20  all parties involved in crafting this highly constructive
   1-21  compromise which will benefit all citizens of Texas; and, be it
   1-22  further
   1-23        RESOLVED, That the parties involved report to the 74th
    2-1  Legislature about the progress of the new program, including any
    2-2  problems.
