                                SENATE JOINT RESOLUTION
    1-1  proposing a constitutional amendment to authorize ad valorem
    1-2  taxation by county education districts.
    1-3        BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Article VII of the Texas Constitution is amended
    1-5  by adding Section 3-c to read as follows:
    1-6        Sec. 3-c.  The legislature may create county education
    1-7  districts with the taxable property of existing school districts in
    1-8  one or more counties combined.  A county education district may
    1-9  levy, collect, and distribute ad valorem taxes as authorized by
   1-10  general law.  The legislature may set the rate of the tax to be
   1-11  imposed in a county education district or may authorize the board
   1-12  of trustees of each county education district to set the rate.
   1-13        SECTION 2.  This proposed constitutional amendment shall be
   1-14  submitted to the voters at an election to be held May 1, 1993.  The
   1-15  ballot shall be printed to provide for voting for or against the
   1-16  proposition:  "The constitutional amendment authorizing county
   1-17  education districts to levy, collect, and distribute revenue from a
   1-18  property tax."
