1-17 SENATE JOINT RESOLUTION
1-18 proposing a constitutional amendment relating to the creation,
1-19 operation, and financing of children's resource districts.
1-20 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-21 SECTION 1. Article III of the Texas Constitution is amended
1-22 by adding Section 48-f to read as follows:
1-23 Sec. 48-f. (a) The legislature by general or special law
1-24 may provide for the creation, operation, financing, and dissolution
1-25 of children's resource districts.
1-26 (b) The legislature may authorize a children's resource
1-27 district to levy an ad valorem tax at a rate not to exceed 10 cents
1-28 on the $100 valuation and to issue bonds and other obligations. An
1-29 ad valorem tax may not be levied and bonds secured by a property
1-30 tax may not be issued until approved by the qualified voters of the
1-31 district voting at an election called and held for that purpose.
1-32 (c) The legislature may provide that members of the
1-33 governing body of a district serve terms not to exceed four years.
1-34 SECTION 2. This proposed constitutional amendment shall be
1-35 submitted to the voters at an election to be held November 2, 1993.
1-36 The ballot shall be printed to provide for voting for or against
1-37 the proposition: "The constitutional amendment relating to the
1-38 creation, operation, and financing of children's resource
1-39 districts."
