                                SENATE JOINT RESOLUTION
    1-1  proposing a constitutional amendment providing for the issuance of
    1-2  general obligation bonds for acquiring, constructing, or equipping
    1-3  corrections institutions, including youth corrections institutions,
    1-4  and mental health and mental retardation institutions and for major
    1-5  repair or renovation of existing facilities of those corrections
    1-6  institutions.
    1-7        BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-8        SECTION 1.  Article III, Section 49-h, of the Texas
    1-9  Constitution is amended by adding Subsection (e) to read as
   1-10  follows:
   1-11        (e)(1)  The legislature may authorize the issuance of up to
   1-12  $1 billion in general obligation bonds, in addition to the amounts
   1-13  authorized by Subsections (a), (c), and (d) of this section, and
   1-14  use the proceeds of the bonds for acquiring, constructing, or
   1-15  equipping new corrections institutions, including youth corrections
   1-16  institutions, and mental health and mental retardation institutions
   1-17  and for major repair or renovation of existing facilities of those
   1-18  corrections and mental health and mental retardation institutions.
   1-19              (2)  The provisions of Subsection (a) of this section
   1-20  relating to the review and approval of bonds and the provisions of
   1-21  Subsection (b) of this section relating to the status of the bonds
   1-22  as a general obligation of the state and to the manner in which the
   1-23  principal and interest on the bonds are paid apply to bonds
   1-24  authorized under this subsection.
    2-1        SECTION 2.  This proposed constitutional amendment shall be
    2-2  submitted to the voters at an election to be held November 2, 1993.
    2-3  The ballot shall be printed to provide for voting for or against
    2-4  the proposition:  "The constitutional amendment authorizing the
    2-5  issuance of up to $1 billion in general obligation bonds payable
    2-6  from the general revenues of the state for projects relating to
    2-7  facilities of corrections and mental health and mental retardation
    2-8  institutions."
