                                  A JOINT RESOLUTION
    1-1  proposing a constitutional amendment providing for the issuance of
    1-2  general obligation bonds for acquiring, constructing, or equipping
    1-3  corrections institutions and for major repair or renovation of
    1-4  existing facilities of corrections institutions.
    1-5        BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Article III, Section 49-h, of the Texas
    1-7  Constitution is amended by adding Subsection (e) to read as
    1-8  follows:
    1-9        (e)(1)  The legislature may authorize the issuance of up to
   1-10  $1 billion in general obligation bonds, in addition to the amount
   1-11  authorized by Subsections (a) and (c) of this section, and use the
   1-12  proceeds of the bonds for acquiring, constructing, or equipping new
   1-13  corrections institutions and for major repair or renovation of
   1-14  existing facilities of corrections institutions.
   1-15              (2)  The provisions of Subsection (a) of this section
   1-16  relating to the review and approval of bonds and the provisions of
   1-17  Subsection (b) of this section relating to the status of the bonds
   1-18  as a general obligation of the state and to the manner in which the
   1-19  principal and interest on the bonds are paid apply to bonds
   1-20  authorized under this subsection.
   1-21        SECTION 2.  This proposed constitutional amendment shall be
   1-22  submitted to the voters at an election to be held November 2, 1993.
   1-23  The ballot shall be printed to provide for voting for or against
   1-24  the proposition:  "The constitutional amendment authorizing the
    2-1  issuance of up to $1 billion in general obligation bonds payable
    2-2  from the general revenues of the state for projects relating to
    2-3  facilities of corrections institutions."
