                                  A JOINT RESOLUTION
    1-1  proposing a constitutional amendment to dedicate net revenue from
    1-2  the state lottery to public school purposes.
    1-3        BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Article III, Section 47(e), of the Texas
    1-5  Constitution is amended to read as follows:
    1-6        (e)  The Legislature by general law may authorize the State
    1-7  to operate lotteries and may authorize the State to enter into a
    1-8  contract with one or more legal entities that will operate
    1-9  lotteries on behalf of the State.  All money received by the State
   1-10  from the operation of lotteries, other than amounts paid for
   1-11  lottery prizes and administrative costs, may be spent only for the
   1-12  enrichment of the educational programs of the public primary and
   1-13  secondary schools.  That revenue may be spent only for items that
   1-14  directly benefit classroom teaching, including teacher compensation
   1-15  and the acquisition of textbooks and other educational supplies,
   1-16  materials, equipment, and services.
   1-17        SECTION 2.  This proposed constitutional amendment shall be
   1-18  submitted to the voters at an election to be held November 2, 1993.
   1-19  The ballot shall be printed to provide for voting for or against
   1-20  the following proposition:  "The constitutional amendment to
   1-21  dedicate net revenue from the state lottery to the enrichment of
   1-22  public school educational programs."
