                                   SENATE RESOLUTION
    1-1  Honorable Bob Bullock

    1-5  Sir:
    1-6        At a caucus held in the office of the Senate attended by 31
    1-7  Members of the Senate, the following recommendations were made, to
    1-8  wit:
    1-9        BE IT RESOLVED by the Senate, That:
   1-10        The following officers were elected to serve for the 73rd
   1-11  Legislature, Regular Session, at the will of the Senate:
   1-12        Secretary of the Senate - Betty King
   1-13        Calendar Clerk - Pat Rodgers
   1-14        Doorkeeper - James Morris
   1-15        Enrolling Clerk - Patsy Spaw
   1-16        Journal Clerk - Dianne Arrington
   1-17        Sergeant-at-Arms - Carleton Turner
   1-18        Status Clerk - Susan Longley
   1-19        All officers and employees appointed by this caucus shall
   1-20  hold their office of employment for the duration of the 73rd
   1-21  Legislature, Regular Session.
   1-22        It is recommended that the Lieutenant Governor and the
   1-23  Secretary of the Senate each be permitted to name secretarial staff
    2-1  and assistants at salaries designated by the Lieutenant Governor
    2-2  and the Administration Committee respectively.  The
    2-3  Parliamentarian, Bob Johnson, is to be named by the Lieutenant
    2-4  Governor.
    2-5        It is further recommended that the Administration Committee
    2-6  appoint a sufficient number of custodians, messengers, elevator
    2-7  operators, porters, and other employees as may be necessary.  The
    2-8  Lieutenant Governor is authorized to designate any member of the
    2-9  Senate or Senate staff to attend official meetings of national
   2-10  governmental organizations during the 73rd Legislature, Regular
   2-11  Session, while in session.  Actual and necessary expenses are
   2-12  hereby authorized as reimbursement for such trips.  The Lieutenant
   2-13  Governor shall have the authority to designate a member of the
   2-14  Senate to represent the Senate at ceremonies and ceremonial
   2-15  functions.  Necessary expenses for performance of these duties and
   2-16  for necessary staff are hereby authorized to be paid pursuant to a
   2-17  budget approved by the Administration Committee.
   2-18        It is further recommended that each Senator shall be
   2-19  permitted a maximum payroll of $20,000 per month for secretarial
   2-20  and other office staff and for intrastate travel expenses for staff
   2-21  employees.  Any unexpended portion of this amount may be carried
   2-22  forward from month to month until the end of the fiscal year.  In
   2-23  order to accrue vacation leave, compensatory/overtime leave, or
   2-24  sick leave, employees of members must file monthly time sheets with
   2-25  the Senate Personnel Office by the 10th of the month following the
    3-1  month in which work was performed. Employees of members and
    3-2  committees must use compensatory/overtime accrued in a given month
    3-3  by the end of the same month of the following year.
    3-4  Compensatory/overtime accrued prior to January 1, 1993, will not be
    3-5  carried forward after January 1, 1994.  No compensatory/overtime
    3-6  will be paid at either the end of the fiscal year or at an
    3-7  employee's termination.
    3-8        Beginning with the 73rd Legislature, Regular Session, the
    3-9  Secretary of the Senate is authorized to order reimbursement for
   3-10  legislative expenses consistent with this resolution and the
   3-11  establishment by the Ethics Commission of per diem rates.
   3-12        The Lieutenant Governor, Senators, and the Secretary of the
   3-13  Senate are hereby fully authorized and empowered to use any
   3-14  assistant Sergeant-at-Arms and all other necessary employees for
   3-15  any and all services needed in and about the Senate.
   3-16        It is further recommended that the Lieutenant Governor, each
   3-17  Senator, and the Secretary of the Senate be permitted to subscribe
   3-18  for newspapers as necessary to be paid out of the contingent fund
   3-19  and be allowed the stationery and postage needed by them
   3-20  respectively, and expenses incurred in transmitting and receiving
   3-21  telephone and express charges as may be actually necessary in the
   3-22  discharge of their official duties, said expenses to be paid out of
   3-23  the contingent fund.
   3-24        It is further recommended that not to exceed 700 journals be
   3-25  printed, all of which shall be prorated among the Senators and
    4-1  Lieutenant Governor, except that 175 journals shall be furnished
    4-2  the members of the House.
    4-3        It is further recommended that the Legislative Reference
    4-4  Library be furnished 60 copies of the daily journal.
    4-5        It is further recommended that all salaries and expenses
    4-6  herein authorized to be incurred and paid for shall be paid out of
    4-7  the per diem and contingent expense fund of the 73rd Legislature as
    4-8  follows:  The Senate shall request the State Comptroller of Public
    4-9  Accounts to issue general revenue warrants for the payment of the
   4-10  employees of the Lieutenant Governor's office, the Lieutenant
   4-11  Governor, Members of the Senate, employees of the Senate
   4-12  committees, and employees of the Senate, except as provided in
   4-13  Section 301.030, Government Code, upon presentation of the payroll
   4-14  account signed by the Chairman of the Administration Committee and
   4-15  the Secretary of the Senate; and for the payment of materials,
   4-16  supplies, and expenses of the Senate, including travel expenses for
   4-17  Members and employees, upon vouchers signed by the Chairman of the
   4-18  Senate Committee on Administration and the Secretary of the Senate.
   4-19        The Administration Committee is directed to formulate
   4-20  policies regarding the signing of purchase vouchers by vendors and
   4-21  the timely filing of vouchers for reimbursement.
   4-22        It is further recommended that no employee of the Senate
   4-23  shall, during the time employed by the Senate, furnish to any
   4-24  person, firm, or corporation any information other than general
   4-25  information furnished the public pertaining to the Senate, and the
    5-1  employee shall not without permission receive any compensation from
    5-2  any person, firm, or corporation during employment by the Senate,
    5-3  and any employee found guilty of violating this provision shall be
    5-4  immediately discharged.
    5-5        All employees, except those responsible directly to the
    5-6  Lieutenant Governor, Members of the Senate, Secretary of the
    5-7  Senate, committee, or the head of a department, shall report for
    5-8  duty at 8 a.m. and 1:00 p.m. each day to the Sergeant-at-Arms of
    5-9  the Senate, except part-time employees, who shall report at the
   5-10  place and time directed by the Sergeant-at-Arms, and none of such
   5-11  employees shall be paid for the days they are absent from the
   5-12  Senate, unless excused by the Sergeant-at-Arms.
   5-13        It is further recommended that the chairman of each standing
   5-14  committee shall have authority to employ such additional employees
   5-15  of his own selection as may be needed by the committee, the
   5-16  employees to receive the same compensation paid similar positions
   5-17  as herein fixed, and to discharge the duties of the standing
   5-18  committee, subject to the approval of the Administration Committee.
   5-19        It is further recommended that no employee of the Senate,
   5-20  except one whose official duties require the employee to work upon
   5-21  the floor of the Senate, shall have access to the floor unless that
   5-22  employee shall have been requested by a Senator, the Lieutenant
   5-23  Governor, or the Secretary of the Senate to come on the floor for
   5-24  some official duty, after the performance of which the employee
   5-25  shall immediately leave the floor of the Senate.  The
    6-1  Sergeant-at-Arms is specifically ordered to see that this provision
    6-2  is carried out.
    6-3        Only those who have privileges of the floor during the
    6-4  session of the Senate shall be permitted on the Senate floor for a
    6-5  period of 30 minutes prior to the time the Senate convenes and 30
    6-6  minutes after the Senate adjourns.  The Sergeant-at-Arms is
    6-7  instructed to enforce this rule and to permit only those having the
    6-8  privileges of the floor to enter or remain on the Senate floor
    6-9  during such 30-minute periods.
