No. 10 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas is pleased to 1-3 congratulate Carmen Young Kelsey of San Antonio on the occasion 1-4 of her appointment as judge of the 289th District Court; and 1-5 WHEREAS, The energetic and able lawyer will preside over a 1-6 court whose decisions are made primarily in juvenile court cases; 1-7 and 1-8 WHEREAS, An assistant district attorney and chief juvenile 1-9 court prosecutor for Bexar County for the past nine years, 1-10 Judge Kelsey brings an impressive record to her important 1-11 position; and 1-12 WHEREAS, An exemplary role model for the young people of her 1-13 community, Judge Kelsey is noted for her admirable work with 1-14 juvenile-related crime and family issues; and 1-15 WHEREAS, A 1981 graduate of The University of Texas 1-16 School of Law, Carmen Kelsey is a hardworking public servant who 1-17 has earned the respect and confidence of those with whom she is 1-18 associated; and 1-19 WHEREAS, A frequent guest speaker at schools and youth groups, 1-20 Judge Kelsey has freely shared her knowledge and expertise with 1-21 others and is dedicated to educating young people in the dangers 1-22 of juvenile crime; now, therefore, be it 1-23 RESOLVED, That the Senate of the State of Texas, 2-1 73rd Legislature, hereby commend Carmen Young Kelsey for her 2-2 exceptional contributions to the citizens of San Antonio and extend 2-3 best wishes to her in her new position; and, be it further 2-4 RESOLVED, That a copy of this Resolution be prepared for 2-5 Judge Kelsey as an expression of high regard from the Texas Senate. 2-6 _____________________________________ 2-7 President of the Senate 2-8 I hereby certify that the 2-9 above Resolution was adopted by 2-10 the Senate on January 12, 1993. 2-11 _____________________________________ 2-12 Secretary of the Senate 2-13 _____________________________________ 2-14 Member, Texas Senate
