    1-1                           SENATE RESOLUTION
    1-2                               In Memory
    1-3                                  of
    1-4                          Frank Wright Ebaugh
    1-5        WHEREAS, It is with great sorrow that the Texas Senate noted
    1-6  the death of Frank Wright Ebaugh of Jacksonville, Texas; and
    1-7        WHEREAS, One of the city's most esteemed and beloved citizens,
    1-8  Mr. Ebaugh was a highly respected businessman and community leader;
    1-9  and
   1-10        WHEREAS, Mr. Ebaugh will be remembered for his outstanding
   1-11  work in water development for the State of Texas and for his
   1-12  notable contributions to the citizens of Jacksonville; and
   1-13        WHEREAS, Chairman of the committee which created the
   1-14  Upper Neches River Municipal Water Authority, Mr. Ebaugh served
   1-15  as first president of the authority which built Lake Palestine;
   1-16  and
   1-17        WHEREAS, The distinguished engineer organized and served as
   1-18  vice-president of the Texas Mapping Advisory Committee of the
   1-19  Texas Water Development Board for 18 years; and
   1-20        WHEREAS, His distinguished career included serving as an
   1-21  officer of the Texas Coordinating Water Committee and as director
   1-22  of the Neches River Conservation District; and
   1-23        WHEREAS, A native of New Orleans, Mr. Ebaugh graduated from
    2-1  Tulane University with a degree in chemical engineering and worked
    2-2  for Texaco in management and research for 10 years before moving
    2-3  to Jacksonville in 1934; and
    2-4        WHEREAS, He married Elizabeth Brown and was owner and manager
    2-5  of J. L. Brown Department Store for 20 years until it was destroyed
    2-6  by fire in 1955; and
    2-7        WHEREAS, Frank Ebaugh was active in various civic
    2-8  organizations devoted to the enhancement of his beloved city; he
    2-9  gained the admiration and esteem of his fellow residents for his
   2-10  dedication and integrity; and
   2-11        WHEREAS, Mr. Ebaugh loyally served the citizens of Texas,
   2-12  and it is appropriate that the Texas Senate honor the memory of
   2-13  this respected individual; now, therefore, be it
   2-14        RESOLVED, That the Senate of the State of Texas,
   2-15  73rd Legislature, hereby extend sincere condolences to the family
   2-16  of Frank Wright Ebaugh:  his wife, Elizabeth; his daughter and
   2-17  son-in-law, Betsey Ebaugh and Gordon B. McFarland; his grandsons,
   2-18  Gordon B. McFarland III and Wright Ebaugh McFarland; his brother,
   2-19  Irwin Ebaugh; and his three nephews; and, be it further
   2-20        RESOLVED, That a copy of this Resolution be prepared for the
   2-21  members of his family as an expression of deepest sympathy from
   2-22  the Texas Senate, and that when the Senate adjourns this day, it
   2-23  do so in memory of Frank Wright Ebaugh.
