    1-1                           SENATE RESOLUTION
    1-2                               In Memory
    1-3                                  of
    1-4                           Natalie Rothstein
    1-5        WHEREAS, The Senate of the State of Texas joins with
    1-6  the citizens of Odessa and the family and many friends of
    1-7  Natalie Rothstein in mourning her recent death; and
    1-8        WHEREAS, Mrs. Rothstein, originator of the concept of the
    1-9  "Teen Court," revolutionized the treatment of adolescents who had
   1-10  committed misdemeanor crimes; the Teen Court allows teenagers who
   1-11  commit misdemeanor offenses to clear their records with peer-imposed
   1-12  sentences of community service; and
   1-13        WHEREAS, Born on August 30, 1927, in Bronx, New York,
   1-14  Natalie Rothstein married her husband, Robert, in June, 1948;
   1-15  they moved to Odessa in 1973; and
   1-16        WHEREAS, Mrs. Rothstein worked at the Permian Basin Community
   1-17  Center for Mental Health and Mental Retardation from 1974 to 1982
   1-18  as an emergency services coordinator; and
   1-19        WHEREAS, Always active in civic affairs, Mrs. Rothstein
   1-20  began promoting her program as her full-time avocation nine
   1-21  years ago; and
   1-22        WHEREAS, Mrs. Rothstein earned many honors
   1-23  for her work on behalf of teenagers; she was listed
    2-1  in Who's Who in the South and Southwest; in 1991-1992
    2-2  she was president of the Texas Teen Courts Association; in
    2-3  1989, she received the Red Plate Award from KOSA-TV; named
    2-4  recipient of the Human Relations Award from the Texas State
    2-5  Teachers Association, she also garnered the Liberty Bell Award
    2-6  from the Ector County Bar Association; and
    2-7        WHEREAS, Active in the Democratic Party, she also served
    2-8  on the Odessa Council on Alcohol and Drug Abuse, CASA, and the
    2-9  3C Coalition; and
   2-10        WHEREAS, She left a legacy of more than 7,000 redeemed
   2-11  lives that had been saved through her dedication to the Teen
   2-12  Court; these 7,000 individuals will honor her memory forever,
   2-13  for she had given them a chance at a new beginning; and
   2-14        WHEREAS, Due to her wisdom, expertise, and concern for
   2-15  others, Natalie Rothstein had a powerful and positive influence
   2-16  on the lives of innumerable Texans; and
   2-17        WHEREAS, The Odessa community and the State of Texas
   2-18  have greatly benefitted from the dedication and generous spirit
   2-19  of this respected woman; now, therefore, be it
   2-20        RESOLVED, That the Senate of the State of Texas,
   2-21  73rd Legislature, hereby extend heartfelt condolences to
   2-22  the members of her family:  her husband, Robert; her daughters,
   2-23  Bonnie Brewer and Beth Higinbotham; her sister, Elaine Rothstein;
   2-24  and her six grandchildren and one great-grandchild; and, be it
   2-25  further
    3-1        RESOLVED, That a copy of this Resolution be prepared for
    3-2  the members of her family as an expression of deepest sympathy
    3-3  from the Texas Senate, and that when the Senate adjourns this day,
    3-4  it do so in memory of Natalie Rothstein.
