Frank Melcher, Sr. 1-5 WHEREAS, The Senate of the State of Texas joins with the 1-6 citizens of Harris County and Texans across the state in mourning 1-7 the loss of J. Frank Melcher, Sr., who died January 17, 1993, at 1-8 the age of 49; and 1-9 WHEREAS, Born November 1, 1943, in Houston, Texas, 1-10 J. Frank Melcher graduated from Lamar High School and attended 1-11 The University of Texas and the University of Houston; and 1-12 WHEREAS, Admired in the Houston community and throughout 1-13 the state for his leadership and his many accomplishments, 1-14 Mr. Melcher was an exemplary gentleman and a talented rancher 1-15 and inventor; and 1-16 WHEREAS, He served as an officer of the Houston Farm and 1-17 Ranch Club, the Houston Harris County Fair, the Houston Livestock 1-18 and Rodeo, and the Pin Oak Charity Horse Show; he was a member of 1-19 the Harris County Sheriff's Mounted Posse, the Patrons Circle 1-20 Houston Grand Opera, and Texas and Southwestern Cattle Raisers; 1-21 and 1-22 WHEREAS, A well-known civic leader, Mr. Melcher served on 1-23 the Board of Directors of Crime Stoppers, the Civilian Review 2-1 Board, the Rotary Club of Houston, the Vocational Guidance Service, 2-2 Incorporated, and the Salvation Army Boy's Club; he was a life 2-3 member of the One Hundred Club of Houston and the Pin Oak Horse 2-4 Show Association; and 2-5 WHEREAS, A man of integrity, strength, and generosity, he 2-6 gave unselfishly of his time to others; and 2-7 WHEREAS, A devout Christian, Mr. Melcher was a member of 2-8 Memorial Drive United Methodist Church where he served on the 2-9 board of directors; and 2-10 WHEREAS, Courageous, wise, warmhearted, and compassionate, 2-11 J. Frank Melcher lived his life to the fullest, and his presence 2-12 in the many organizations he fostered will be greatly missed; and 2-13 WHEREAS, In recognition of Mr. Melcher's humanitarianism and 2-14 exceptional contributions to the State of Texas, W. C. Schwartz, 2-15 President of Blinn College, made special petition to the 2-16 Texas Senate for legislative acknowledgment of Mr. Melcher's life 2-17 of service; and 2-18 WHEREAS, J. Frank Melcher was a devoted husband and father, 2-19 and he leaves behind memories that will be treasured forever by his 2-20 family and many friends; now, therefore, be it 2-21 RESOLVED, That the Senate of the State of Texas, 2-22 73rd Legislature, hereby extend sincere condolences to the bereaved 2-23 family of J. Frank Melcher: his wife, Janice Dougall Melcher; his 2-24 parents, LeRoy and Lucile Melcher; his son, J. Frank Melcher, Jr.; 2-25 his daughter, JoAnn Yvonne Melcher Miller; his son-in-law, 3-1 Randall Miller; his sister, Yvonne Melcher Brandenberger; and his 3-2 sister-in-law, JoAnn Dougall Levering; and, be it further 3-3 RESOLVED, That a copy of this Resolution be prepared for 3-4 the members of his family as an expression of deepest sympathy 3-5 from the Texas Senate, and that when the Senate adjourns this 3-6 day, it do so in memory of J.
