By: Moncrief S.R. No. 244 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas is proud to 1-3 recognize Executive Deputy Chief B. J. Kirkpatrick of the 1-4 Fort Worth Police Department who is retiring after 36 years of 1-5 loyal service in the field of law enforcement; and 1-6 WHEREAS, Beloved and respected by his colleagues, 1-7 Deputy Chief Kirkpatrick is well known for his dedication to his 1-8 profession and for his superior courage and leadership; and 1-9 WHEREAS, He began his career in 1957 as a recruit and soon 1-10 went through a series of promotions; one of the most rewarding 1-11 periods of his career was from 1964 until 1967 when he served as 1-12 Sergeant in Patrol of the Stock Yard, where he faced hostile and 1-13 considerably challenging situations; and 1-14 WHEREAS, He was promoted to the position of Captain in 1-15 1970 and supervised the Patrol Division, the Internal Affairs 1-16 Division, and the Training Division; he was promoted to 1-17 Deputy Chief in 1981 and served in the Technical Services Bureau 1-18 and the Uniformed Services Bureau; he was recently appointed 1-19 Executive Deputy Chief and assigned to the Administrative Services 1-20 Bureau by the new Chief of Police, Thomas R. Windham; and 1-21 WHEREAS, Throughout his successful career, he has managed 1-22 with expertise the far-reaching responsibilities of each of his 1-23 positions, and he is admired by citizens across Tarrant County for 2-1 his hard work and perseverance; and 2-2 WHEREAS, Active in many law enforcement associations such 2-3 as the International Association of Chiefs of Police, the Texas 2-4 Municipal Police Association, and the Texas Police Association, he 2-5 also enjoys his hobbies which include hunting, fishing, cooking, 2-6 singing, and playing the guitar; he has a reputation among his 2-7 colleagues as the best campfire biscuit cook and country crooner 2-8 in the state; and 2-9 WHEREAS, An outstanding police officer and administrator, 2-10 Deputy Chief Kirkpatrick has displayed proficiency and sound 2-11 judgment in dealing with the unique challenges of law enforcement 2-12 duty, and his contributions to the people of Fort Worth have been 2-13 innumerable; now, therefore, be it 2-14 RESOLVED, That the Senate of the State of Texas, 2-15 73rd Legislature, hereby commend Deputy Chief B. J.
